As you probably know, I went to England near the end of July and to Washington, D.C. in mid-August. During these visits I had a number of matters to attend to, but I found sometime in talking to various people concerned with nuclear

energy.

Enclosed herewith are my two reports. I wish to s ay

a few things about them.

1. They are quite brief, not really because I

wanted to spare you the agony of reading too much, but only because I do not have sufficient supporting staff to help me to produce a fuller report. Of course, my commitments as a member of the Basic Law Drafting Committee did not help either.

2.

Ι did not see fit to make recommendations because I know only too well that, "a little knowledge is a very dangerous thing."

3.

I have collected quite a number of books, papers and other publications which may interest you. But because of my desire to let you have my reports as soon as possible I have not been able to compile such a list now. I will let you have this list as soon as possible. All these documents will be deposited with the UMELCO Office for your convenience.

Although members

of

the mass media have been pressing me for my reports as well as these documents, I had declined to supply to them such information as I wish to let you have sight of my reports before they do.

I intend, however, to let them have my reports though not this letter through the UMELCO Office later today.
