You told me that the Secretary of State had undertaken to write an article for this magazine, which is published in Hong Kong on Sino-British relations, and invited me to provide paragraphs on the Daya Bay power station.
2. I attach a draft. You should bear in mind, however, that this power station is not an example of collaboration on energy matters (it is to be engineered by the French, and operated by the Chinese on Chinese territory). The collaboration is
essentially political, in handling the electricity needs, and political sensitivities of the people of Hong Kong. Nevertheless, it would probably be odd if the article omitted all mention of the project whatever.
3. I have not cleared the attached text with DTI and FCO. I shall try to do so as a matter of urgency and telephone any comments to you. In addition, FCO, Mr David Barton, Hong Kong Department, Tel. No. 233-3988, Fax. No. 233-3244 or 233-2417) have asked for a chance to comment on the article as a whole in draft. I hope that you will be able to meet their request.

I understand from Miss Johnson that the article is due to be published around 11 October. Fortunately, that fits reasonably well with the timetable for the signing of the Daya Bay contract.
