FOLLOWING THE LECCO IN-HOUSE MEETING ON SEPTEMBER 3
Today's meeting was specifically called to discuss the Report of the face-finding delegations to the United States, Europe and Japan, and to give all Members
an opportunity to raise questions and express their viewa
now that we have all had a few days to read and digest the Report.
To place the missions in proper perspective, it should be made clear that the decision to send our colleagues overseas to find out more about nuclear generation was taken by the full in-house meeting on July 11. The delegations were given specific terms of references, endorsed by Members, and any Member was free to take part in the missions. On their return, the Acting Senior Member, in consultation with other Members,decided that the Report should be released to the news media on the same day as it vas listributed to Hon Members because of the wide public interest.
At today's meeting, Members had an open and frank exchange of viewa on the Report and its observations. Members generally agreed that the delegations had been able to carry out their mission faithfully and conscientiously despite the pressures of time. Members unanimously accept the Report and the vast majority endorsed it and commended the observations for the consideration of those concerned.
Members agreed that
the decision to build or not to build
the Daya Bay nuclear power plant rested – with the Chinese authorities.
In view of the fact that China have decided to proceed with the project, Members considered it their duty to reflect positively Hong Kong's deep concern over the safety, management and operational aspects of the plant.
Members welcomed the initiative of the Chinese authorities in extending an invitation to the Legislative Council fact-finding delegations

to visit Beijing and to discuss their findings.
