I have been approached by the Secretary of the Coalition for Shelving the Daya Bay Project, whose name is Trini Leung of 444 Nathan Road, 8th Floor, Flat B, Kowloon. She has been in England for а few weeks but is returning soon to Hong Kong.
She said that the Coalition believes that there should be a public hearing in Hong Kong regarding Hong Kong's participation in the project. Its focus should be on safety and the arrangements for the evacuation of Hong Kong should there be a disaster at the plant. She referred to the Sizewell Inquiry as an example of what they had in mind.
When I pointed out that the project is in China and it will presumably be ultimately up to the Government of China to decide if it goes ahead, either with the participation of GEC or conceivably without if relations between Britain and China are soured by the affair, she readily conceded this point. However she took the view that even if it were not possible to prevent the project going ahead at least one could ask for the best possible safety measures at the plant. She suggested that Hong Kong had a standing in this matter since it will be the consumer of 70% of the power produced.

No doubt consideration is being given to what should this general matter. My own view is that it would be very regrettable if GEC's participation were to be prejudiced.
