Phase I report that has been completed shows the information on which the assessment is based is inadequate. And the Phase II report will not be available until after March next year the soonest. The research group that prepared the Accident Assessment Phase I report had not been given the necessary information about the Daya Bay Nuclear Power Plant. So all it could do was to base their assessment on the situations of similar nuclear power plants in western Europe, The group's conclusion is that the probability of a severe accident is one in twenty thousand per reactor year of operation. The Director of Electrical & Mechanical Services G.J. Osborne has worked out that the accident risk of the Daya Bay Nuclear Power Plant is 1/166.

The British atomic energy bureau is in fact betraying the trust of the people of Hong Kong when it decides to publicize safety of nuclear power despite the fact that the report it has submitted to the authorities makes people feel uneasy about the project. though the Phase II report would conclude that the safety standard is acceptable, it would only solve the problem of technical safety. Political, financial, social and mass psychological factors should also be taken into consideration.
