Report on the working dinner, hosted by Dr. A.G.O. Smitsendonk, Ambassador of the Netherlands and Chairman of the European Community Ambassadors, in honour of Mr. Song Jian, Chairman of the State Science and Technology Commission, on June 16, 1986.

Netherlands Ambassador welcomes Mr. Song Jian not only as State Counsillor and Chairman of the State Science and Technology Commission (SSTC), but also in his quality as an authority on cybernetics and system analysis, indicating that this expertise renders his central role in China's modernisation efforts all the more significant.

Mr. Song Jian stressed the fact that S&T are the key to China's modernisation programme and a major factor in the promotion of China's economic development. The main goal of S&T reforms is to contribute to an increase in the country's national production value through mobilisation of social productivity, Research and Development should be geared towards the specific needs of agriculture and industry, and applied as well as basic research should be stressed.

The Third National Meeting of the Chinese Association for Science and Technology, to be held from June 23 through 28, will study the problem of how this goal can be accomplished. It will also discuss the progress made during the first half year of the Spark Programme, aimed at mabilising scientists and engineers to assist in the development of small business and industrial enterprises in the country side, and to set up vocational training programmes for 100 million young people in rural areas.

One of the questions on this subject concerned possible unemployment if the Spark Programme should increase agricultural productivity greatly. Mr. Song answered that the programme rather intends to create many new small and medium enterprises, which will

absorb manpower and facilitate the modernisation of

rural areas also in industrial aspects.

Although last year a system of nine years' compulsory education was introduced, Song Jian agreed that the present situation in the field of education leaves much to be desired. One of the major problems is the lack of funds, especially in the country side..
