10. Morphet said that D/En had no objection to Cabinet Office being commissioned to prepare a paper, nor to an invitation being issued to the Chinese under the Agreement. He would also sound out AEA about an approach to the French on training resources.
11. Benjamin concluded that he could run over these ideas with the French on 6 August. The options identified (re slippage in contracts and visits by Chinese experts) could also be put to posts for their views, as the basis for Peking's response to Zhou Ping in due course. HKD would circulate to all present a draft telegram on these lines.
