In my minute to you of 24 July, I promised to investigate further US and German practices.

I regret that this is not particularly helpful. So far as can be established both US and German companies take responsibility until the commissioning contracts have been completed and the plant handed over. The owners then take control and at the same time ultimate responsibility. As I have already explained, the contractors will often provide support staff for a limited period, responsible to the owner. Training contracts may well continue beyond this date. No doubt we could dig out further details on these, but I doubt if they would add much.
