1. You may find it helpful to have some (unclassified) background on the UMELCO delegation which is to visit Vienna on 7-8 August. I enclose:
(a) brief personality notes on the members of
UMELCO visiting Vienna; and
:
(b) an extract from our general brief on Hong Kong,
which describes how UMELCO participates in the process of Government in Hong Kong.

I hope these are useful to you. As you know, we attach great importance to these overseas visits by the UMELCO panel members. The reports they make on their return will be very influential in setting the tone for the next phase of the continuing public debate in Hong Kong on the Daya Bay project. We are therefore most grateful to you for your help in organising the panel's visit to Vienna, and for sparing Mr Ogden to accompany the visitors.
