For almost all respondents, the proposed Daya Bay Nuclear Plant has come to be dreaded more than their fear of what will be in store for Hong Kong in 1997. Some industrialist-respondents have spenly voiced *** their support for the signature campaign and
we understand that one TWDB member at least has planned to organize a signature campaign in Tsuen Wan in the near future to lend support to the other signature campaigns currently being organized elsewhere in Hong Kong. was very confident that the campaign, promoters Would. have no difficulty in securing over a million signatures. For him, and in this regard his views were shared by a number of community leaders in Tsuen Wan, the signature campaign would mean genuine public opinion. against the proposed nuclear power plant and de mould la ■ pool tort of whether the Chinese Government would respond sincerely to public opinions in Hong Kong. Respondents who hold this view believe that if the Chinese Government concedes to the pressure of public opinion and cancel the proposed nuclear plant at Daya Bay, this will be a big boost to Hong Kong people's confidence in the prosperity and stability of Hong Kong in the years to come. On the contrary, if China went ahead with the Daya Bay plan, this would open up a floodgate of emigration again.
Many respondents felt that senior officials in the Chinese Government should refrain from making comments on the issue because hitherto, the more they say, the more harm and uncertainty they have created for people in Hong Kong. In the views of our respondents, the impression created by senior Chinese officials was that the Daya Bay plan is already a fait accompli and that the Hong Kong people have not been reasonable enough in understanding and sharing the Chinese views on this issue.
