Mr. Yaxley set the scene by describing reaction in Hong Kong following the Chernobyl accident at the end of April. He explained that concern by the people of Hong Kong about the safety of the plant to be built at Daya Bay had risen markedly almost to the point of hysteria in some quarters. About 10-12 pressure groups had been actively opposing the Daya Bay plans and a petition had been organised which had gathered a considerable number of signature (Mr. Yaxley said about one million). The Legislature had set up a special committee which had invited various involved organisations and interested parties to talk to them, eg the Joint Venture Company (JVC) which will build, operate and own the power station; EdF; China Light and Power (CLP) whose subsidiary, Hong Kong Nuclear Investment Corporation (NIC), is part of the Joint Venture Company; Walt Patterson. It was expected that members of the committee would visit the USA, Austria (because of that country's referendum against the use of nuclear power) and other parts of Europe.
