NUCLEAR ENERGY: LEGCO DEBATE ON 16 JULY
I was surprised that this morning's telegrams did not contain a report on yesterday's LegCo debate
debate on Daya Bay.
1.
I therefore telephoned Mr Mak, the acting Secretary for
Economic Services, to ask him how it had gone.
2.
Mr Mak said that a reporting telegram would reach us tomorrow. In general it had been a good and constructive debate. Members had taken a generally responsible
responsible and
objective approach. There were two overriding themes:
(i) there should be a much greater disclosure of information about safety aspects of
Daya Bay;
(ii) members doubted the ability of the Chinese to manage and operate the plant
up to
to the highest standards once it was
commissioned.

Mr Mak said that nine or ten of the speakers called for the cancellation of the project. The other speakers (a
