postponement of contract signature until these delegations had returned to Hong Kong and reported. As authorised by

us, Mr Jacobs had taken the line that the question of

contract signature would not arise before October.

Mr Mak said it now seemed very unlikely that there

would be a further debate in LegCo before the end of the

current session. Nor was there any disposition on the part of the members to table a motion on the subejct.
