I understand from discussion with you and Tony Layden that during Mr Yaxley's visit alternative proposals have emerged to the proposed UKAEA visit to China. These could involve a visit to the UK and
possibly France by the Chinese. I see the purpose of the visit as being
both to show the Chinese the procedures which we follow in UK and France, and to attempt to discover what the Chinese own plans in this
area were.
We have no objection in principle to this idea, although as in the case of the former proposal, it would presumably be sensible to work out clearly how the visit fitted in to the overall effort being made to reassure opinion in Hong Kong, and to what extent it should be followed by further contacts.
When we spoke this morning, I suggested that a convenient way of running over these issues might be at a review session following the end of the Yaxley mission, where interested departments could take stock of where we stood and what further action was required. I believe you were intending to pursue this further with the FCO.
In my absence next week, I suggest you contact Bob Dobbie to attend such a meeting.
