China-EC Energy Co-operation : Study Tour of Chinese Experts on Nuclear Safety

1. Since 1980 the Commission, through its Directorate-General for Energy, has been co-operating with the Peoples' Republic of China on energy matters. The major part of this co-operation has been in the areas of energy planning and energy efficiency, as well as some activities in the coal and electricity fields. The Council has been kept in touch with the progress of this co-operation.

To date, very little co-operation has taken place in the nuclear sector. A visit by a group of Community experts on uranium exploration was made to China in 1981 and a reciprocal visit by the Chinese is expected to take place later this year. The Atomic Questions Group has been fully informed of both these events.

3. In May of this year, officials of the Chinese State Science and Technology Commission (SSTC) informally expressed an interest in co-operation with the Community in the field of nuclear safety. Early in June, this was followed up by more specific proposals (although still in outline) which the Chinese wished to discuss with President Delors during his visit to China in July.

5. At the end of June, the European Council decided that, in view of the deep concern for public health and safety following the accident at Chernobyl, the Community should make every effort to improve co-ordination on nuclear safety matters at international level. The Commission has taken on the task of exploring the possibilities of increased co-operation in this area - recognising that such co-operation would need to draw on the experience of Member States as well as of the Commission itself within the limits of its competence and expertise.

6. In this context, during his visit to China early in July, President Delors responded favourably to the Chinese proposals by inviting a delegation of their relevant officials to visit the Community.
