CHINA: NUCLEAR SAFETY

Date

23 July 1986

Continuing Chinese concern over the growing opposition in Hong Kong to the proposed Daya Bay nuclear power station is reflected in

1.

a series of press articles since 17 July.

2.

A Xinhua News Agency release of that date referred to the issue earlier this month of regulations on the siting, design, quality control and operation of nuclear power plants. This story was carried on the front page of the China Daily of 18 July. On 18 July Xinhua carried an item on the purchase from the USA of a nuclear plant simulator, to be installed at Qinghua University. The National Nuclear Safety Administration was said to be working out licensing procedures, and would be training and examining operators in line with international standards.

3. A Xinhua piece of 19 July referred to Sino-French co-operation on safety aspects of the Daya Bay plant "to guarantee its absolute safety"; and on 21 July "China Daily" again had a front page story, based on this release, stressing the good French record on nuclear safety and highlighting the proposed transfer to China of French technology in the nuclear safety sphere.

I enclose photocopies of these reports. I should be grateful if you would arrange for further distribution to interested departments as necessary.
