Take very seriously great public concern in Hong kong over safety of Daya Bay. As you know, representations to

2. Hope that recent visit to UK and France by Mr Yaxley [Hong Kong Secretary for Economic Services] and forthcoming overseas visits by UMELCO members will help to allay Hong Kong people's fears.

As we see it, present priority is to give fullest possible backing to Hong Kong Government in present difficult situation: to help you reassure Hong Kong people. [If necessary] Could not at present contemplate asking Chinese to resite plant or convert it to thermal station.
