The Foreign and Commonwealth Office has been asked to advise the Leader of the House of Commons on the attached "early day" Motion.
An "early day" Motion is not normally debated unless the Government provides time for it. Members who support the objectives of this Motion are likely to press the Leader of the House, when he makes his regular Business Statement on Thursday each week, to provide Government time for a debate. He will usually want to refuse politely.

The note should be use if the subject of the attached Motion is raised? headed with the subject and the number of the Motion and be typed - double-
It should consist spaced - on a single side of A4 blue crested paper. throughout of material which the Leader of the House can use verbatim.
The first paragraph should be headed "Line to Take" and should preferably be kept to a maximum of three lines. Where appropriate, the line to take should include references to any recent or impending Questions or debates on the subject. An example might be:-
"We support/deplore/understand the action/feelings referred to in the motion, as was made clear by my right honourable and learned Friend the Foreign Secretary in answer to questions on [references to be attached].

This paragraph should be followed by 2 or 3 supplementaries which the Leader of the House could use if he were pressed on the subject. passages not for use should be so labelled.
