We spoke earlier this afernoon about your minute
and drafts on the above of today's date.

I suggest that the draft submission might be
strengthened by the inclusion of a separate paragraph on the implications for the UK domestic nuclear power programme of
identifying with a Hong Kong resolution inviting the Chinese
Government to move the plant from Daya Bay or convert it
to a thermal station. This would come most appropriately as a
new paragraph 8. I attach a text which you may wish to use.
3.
I also attach some additional manuscript suggested
minor drafting amendments and a suggested list of colleagues
to whom the Secretary of State's minute might be sent.
