I attach drafts of a self-explanatory submission and a
draft minute from the Secretary of State to his Ministerial
colleagues.
2.
I should be grateful for your comments, if at all
possible by close of play today. The minute from the
Secretary of State is largely factual. But the submission
raises а more difficult issue in its examination of the
steps which could be necessary to reassure anxieties in
Hong Kong about the Daya Bay project.
