HONG KONG: NUCLEAR SAFETY
Problem
Mr Gordon,
NED
1.
To brief Ministers in other Whitehall Departments on
mounting concern in Hong Kong over nuclear safety.
Recommendation
2.
I recommend that the Secretary of State should minute
his colleagues on the lines of
of the attached draft. FED
and NED concur.
Background and Argument
A 3.
27 June.
The background was described in my submission of
4. The draft minute is largely self-explanatory. Since my earlier submission anxiety in Hong kong over the Daya Bay project has continued to mount. Opposition has been voiced in numerous editorials in the English language and Chinese
language press. UMELCO members have responded to this by taking an increasingly aggressive line. The international anti-nuclear lobby, notably Walter Patterson of the Friends
of the Earth, is beginning to move in on the act.
