13. The UK Governor in IAEA (Mr Morphet, DEn), discussed
about Daya Bay with his Chinese
Ping, at the Governors' Meeting in
Vienna in June. Zhou deployed the line at para 7 above.
Since Zhou is a key figure in the decision-making process in Peking on nuclear policy, we are considering how best we could use opportunities for possible bilaterals with
him at the thrice-yearly IAEA Governors' meetings. The
next such meeting is in September.
Action by China

Since Chernobyl the Chinese have emphasised that
safety and quality at nuclear plants must be ensured in
both construction and operation, and that proper measures will be implemented to achieve this. They have reiterated their commitment both to Daya Bay and to their whole civil
nuclear power programme.
15. To this end, in June the Chinese gave publicity to
the formation of an expert consultative committee to
promote nuclear safety. It comprises 25 experts and is
headed by Jiang Shengjie, a nuclear engineer. The
Committee is to help the Chinese Government define
policies and standards, in assessing and supervising
safety at power stations and in research on nuclear safety. Direct supervision of safety at power stations, in terms of formulating regulations and ensuring adherence to
international safety standards, is in the hands of the
State Nuclear Safety Bureau, formed in 1984. The Bureau
currently concentrating on the safety aspects of the
construction of Daya Bay and the development of international cooperation on safety.

16. The Chinese signed in June a Letter of Intent for a
bilateral nuclear safety cooperation
cooperation programme with the French. This provides inter alia for training of 50/60
key Chinese safety staff, and for the production (by JVC, with EdF and Framatome inputs) of three reports on safety
