The Project

The project, which is the largest Anglo-Chinese collaborative project, involves construction of a 2 x 985 MW PWR nuclear power station (China's first) in Guangdong
Province to supply power to Guangdong and in greater measure (70%) to Hong Kong. The station will be sited at Daya Bay, about 30 miles from Hong Kong, and should be in full operation in 1993. It will be owned by the Guangdong Nuclear Power Joint Venture Company (JVC), with 25% Hong Kong ownership and 75% PRC ownership. The principal Hong Kong partner is the utility company, China Light and Power (CLP). GEC is to supply the turbine generators for the power station: the total value of the contract will be
around £250m. The main contractor for the supply of the nuclear power plant is Framatome (France). The French
national utility Electricite de France (EdF) has a supervisory role, to ensure that adequate safety standards are maintained during construction and for up to six months after commissioning.
Attitudes in Hong Kong post-Chernobyl
5. Since Chernobyl there has been substantial discussion in Hong Kong about the Daya Bay Project, and doubts have
been expressed about the ability of the Chinese to supervise the construction, management and operation of a nuclear power station on Hong Kong's doorstep. Opposition
to the project from pressure groups in Hong Kong, reflected and encouraged by the media, have kept the issue firmly in the public eye. An umbrella organisation, the Joint Conference for Shelving the Daya Bay plant, has organised a conference for environmentalists and academics
