This minute provides background on Mr Yaxley's call
on you at 3.30pm on 11 July, and that on Dr Wilson at
12.15pm that day. Mr Yaxley's CV, and the programme for
his visit, are attached.

Our objectives
(a) To
reassure Hong Kong that HMG is fully
appraised of Hong Kong's concerns, and is
taking a variety of steps to ensure that Daya Bay is safe, and is seen to be so:
(b) To assist Hong Kong in making appropriate
contacts in the UK (with UKAEA
and
involved
with

Government

contingency planning).
3.
Mr Yaxley's objectives
(a) To gain information on UK contingency
planning in the event of a nuclear accident, with a view to producing similar plans for
Hong Kong.
