There has this afternoon been a meeting in the Department of Energy to coordinate arrangements for Mr Yaxley's visit and what is said to him. Mr Morphet, who chaired the meeting, took the opportunity to complain that Department of Energy had not been sufficiently consulted about a UKAEA visit to China, in the context of their consultancy for the Hong Kong Government, to obtain information about the Chinese Nuclear Safety Establishment and what arrangements they propose for the Guangdong nuclear plant. In fact Hong Kong Department have kept in close touch with Department of Energy and the UKAEA visit to China was cleared with Mr Morphet's staff. He himself appears not to have told his staff that he promised to clear the visit and its terms of reference with Mr Walker.

I understand that in his defence Mr Morphet argued that if UKAEA were disparaging in their report about Chinese capabilities this would reflect badly on UK domestic arrangements. This seems far fetched both to us and Hong Kong Department.
