5. There are a number of questions which we need to get clear. First, the nature of the proposed visit, whether as a single trip or as the opening of a safety audit as envisaged by the Hong Kong Government. Second, the views of the UKAEA; we cannot simply assume either that they will wish to involve themselves in this sort of mission or that they will have the resources to do so. Third, the attitude of Ministers. I am sure that we must put any eventual proposals to our Ministers. Until these points are sorted out, it would be wholly premature for the possibility of a UKAEA visit to be raised with Li Peng or anyone else in China.
6. David Morphet has already asked Dr Wilson in the FCO to modify the instructions to Ambassador in Beijing accordingly.
7. I am sending copies of this letter to Bob Dobbie, (DTI), Tony Layden, (FCO) and to David Levey in the UKAEA.
