Hong Kong: Nuclear Safety
The Secretary of State was grateful for your submission of 8 July. He believes that we need to react even more vigorously with a counter-briefing and information campaignalong the lines suggested; the robust speech made recently by Mr Walker may be useful in this context. The Secretary of State thinks it important that we should be seen to take action along these lines.
2. The Secretary of State therefore hopes that the draft minute can be amended (he has himself indicated some possible places) to reflect this greater awareness and sense of urgency.
