GUANGDONG NUCLEAR: SAFETY
1 Mr Benjamin has agreed to accompany Mr Stones, Managing Director of CLP, on a visit to Brussels and Paris on 24/25 June to discuss safety aspects of the Guangdong nuclear project. As Bob Dobbie's minute of 5 June (not to all) explained, the power station manager is to be recruited from Belgatome, the Belgian nuclear power authority.
2 I shall be coordinating a brief for this visit.
Mr Benjamin
is of course familiar with Hong Kong's concerns as recently reported and will have a copy of the nuclear safety brief done for Vice Premier Li Peng's visit, but I should be grateful for contributions on the following specific areas: -

(a) Role of Harwell in providing advice to Hong Kong
Government (UKAEA to produce a note, incorporating proposed response to request from HKG to send out a team of experts);
(b)
Terms of the UK's nuclear cooperation agreement with the Chinese and any particular sensitivities (NED, FCO);
(c) Copies of the French Nuclear Safety Cooperation
Agreement (promised in Peking's Telno 976) and any particular points you would like Mr Benjamin to put to the French on safety in the light of Hong Kong's concerns (FED/FCO, in liaison with NED and HKD);
(d)
(e)
A defensive line to take on the likely difficulties posed by opposition to the project in Hong Kong (HKD/FCO);
Background information on Belgatome and the Belgian nuclear programme (NED/FCO).
I am alerting the relevant overseas posts to Mr Benjamin's visit.
4 I should be grateful for contributions by midday on 19 June in order to get the brief to Mr Benjamin by the weekend. Please let me know as soon as possible if you have additions/alterations to the briefing format or other questions.
