For the second, HKG has engaged the UKAEA as a consultant on nuclear safety, UKAEA's main tasks are to advise on the environmental indication monitoring programme, including training, and to help assess the probabilities of reactor accidents and radiological consequences for Hong Kong. will need to be able to demonstrate that contingency planning in Hong Kong for a nuclear accident matches that in cities close to British nuclear plants.

UKAEA will need to be in contact with the French to establish technical parameters of the Framatome plant etc. Do the French see any difficulties eg in mismatch between French and UK procedures?

PROPOSALS FOR ACTION

4. There are currently a number of proposals for future action in various areas, ie

Mr J Yaxley, Secretary for Economic Services, HKG (responsible for Energy policy), is due to visit the UK from 11-20 July to discuss contingency planning arrangements with various UK bodies (UKAEA, NII, CEGB).

It has been suggested that EdF should invite Hong Kong representatives to France to show French safety systems. HKG supports the idea.

The Chinese have recently proposed discussions with the French and British on what further measures they could take, to be followed by public statements by the Chinese and (they hope) the British Government (Peking telno 1048 attached at Appendix II).

5. As suggested in paragraph 2 above, future action should have as its aim the ability to satisfy public opinion on all aspects of nuclear safety connected with the plant. If this is to be achieved, all four areas described in paragraph 3 will need to be covered, and UK, France and PRC will all have a distinctive role to play. We should take up
