1. Paragraph 3 of FCO telegram number 1217 to Hong Kong instructs us to act as proposed in paragraph 7 of Hong Kong telegram number 1938. That telegram asks us to keep Hong Kong informed on "IAEA discussions on the lessons to be learnt for civil nuclear programmes from Chernobyl, and China involvement in such discussions"

2. If you wish us to copy to Hong Kong anything that we write about "post-Chernobyl" we shall, of course, do so. But it will be part of a continuing dialogue and is unlikely to be of much help to Hong Kong. I would have thought that it would be better for them to receive copies of such set-piece submissions as you put up in the FCO than copies of some of the raw material on which you base those submissions.

3. In any case, my already overloaded telegram quota would go through the ceiling if I were to repeat every telegram on this subject to Hong Kong. However I am ready to copy telegrams saving to Hong Kong, and to copy correspondence to Hong Kong, if you confirm that you think it desirable to do so. To whom should we send this correspondence?
