IN A TEN HOUR MEETING, COREPER WORKED THROUGH THE DRAFT REGULATION ON CONTROLS ON FOOD EXPORTS FROM CERTAIN EAST EUROPEAN COUNTRIES, AND THEN CONSIDERED FORMALISATION OF THE COMMISSION RECOMMENDATION ON INTRA-COMMUNITY TRADE IN THE FORM OF A COUNCIL MINUTES DECLARATION. THE FOLLOWING WERE THE MAJOR POINTS MADE.

GALLI (ITALY) ARGUED STEADILY, AND WITH INTERMITTENT DUTCH SUPPORT, THROUGH THE MORNING THAT YUGOSLAVIA, ALBANIA AND EAST GERMANY SHOULD BE ADDED, AND THAT ITALY SHOULD BE ALLOWED TO MAINTAIN HER CONTROLS ON OTHER COUNTRIES SUCH AS AUSTRIA (WHICH HAD JUST IMPOSED CONTROLS ON SALES OF LETTUCE). KITTEL (GERMANY) INSISTED THAT EAST GERMANY SHOULD NOT BE INCLUDED, TO DO SO WOULD CONTRADICT THE PROTOCOL ON INNER GERMAN TRADE. BOURGEOIS (COMMISSION) ARGUED WITH DIMINISHING STRENGTH THAT THE COMMUNITY COULD RELY ON ASSURANCES FROM THE EFTA COUNTRIES, AND COULD SEND NOTES TO OTHER STATE TRADING NATIONS REQUESTING FULL CONTAMINATION DATA ALTHOUGH HE ACCEPTED THAT PART OF YUGOSLAVIA FELL IN THE 1000 KM RADIUS AROUND CHERNOBYL WHICH WAS THE BASIS OF THE ORIGINAL LIST. FINALLY, AS PART OF THE FINAL COMPROMISE, VAN BEUGE (PRESIDENCY) SUGGESTED THAT ONLY YUGOSLAVI BE ADDED AND THAT A CLAUSE BE INCLUDED ALLOWING MEMBER STATES TO MAINTAIN EXISTING MEASURES WITH REGARD TO OTHER THIRD COUNTRIES.

7. RYTTER (DENMARK) SAID THAT IT WAS POLITICALLY IMPOSSIBLE FOR DENMARK TO LIFT ITS EXISTING CONTROLS ON ALL PRODUCTS FROM THE EAST. A WAY MUST BE FOUND TO ALLOW THIS TO CONTINUE. GALLI ARGUED, AT LEAST, FOR THE ADDITION OF POULTRY, EGGS, GAME AND FODDER. LYMBEROPOOULOS (GREECE) WANTED TO ADD SEA FISH FROM THE AFFECTED AREA. ELLIOTT (UK) EMPHASISED THAT COVERAGE MUST BE KEPT TO THE MINIMUM COMPATIBLE WITH THE PUBLIC HEALTH AIMS OF THE MEASURE, WE SAW NO CASE FOR EXTENDING THE COMMISSION LIST AND ABSOLUTELY NO SCIENTIFIC GROUNDS FOR ADDING MEAT, EGGS, ETC. ANY ADDITONS OF THIS SORT WOULD CONTRAST STRANGELY WITH ADVICE WE WERE CURRENTLY GIVING OUR NATIONALS IN THE THIRD COUNTRIES CONCERNED. MARTIN (FRANCE) AGREED THAT THE LIST SHOULD BE KEPT MINIMAL. EVENTUALLY BOURGEOIS PROPOSED AN EXTENDED LIST (AS IN THE SUMMARY) LARGELY COMPATIBLE WITH THE ORIGINAL COMMISSION AIM OF CONFINING THE MEASURE TO PRODUCTS MOST LIKELY TO BE IMMEDIATELY AFFECTED. THIS WAS ACCEPTED AS PART OF THE FINAL COMPROMISE, AS WAS A CLAUSE ALLOWING MEMBER STATES TO MAINTAIN EXISTING CONTROLS WHICH COVERED A WIDER RANGE OF PRODUCTS.

8. THE COMMISSION PUT FORWARD A TEXT NAMING ADDITIONAL BODIES TO EXAMINE THE WORKING OF THE REGULATIONS FOR THOSE PRODUCTS FOR WHICH THERE ARE NO MANAGEMENT COMMITTEES. THIS WAS ACCEPTED WITHOUT
