2. I have little on the new Vice Ministers. The case of Zhou Ping is a little odd. According to my notes he was removed in February from exactly that post, which he had held, according to sources more reliable than my notes, since 1984. Someone seems to have changed their mind about him. He is 54 and concurrently a deputy head of the State Council's Nuclear Power leading group. He is a technical specialist on nuclear energy and returned to China in 1958 after studying 'abroad'. Jiang Xi and Yang Haibo are already known as Vice Ministers of Commerce and of the Education Commission respectively.
