In the light of experience with the present system of registering UK patents, of developments in the United Kingdom, of international cooperation, of the development of China's patent system, of the impending change in Hong Kong's constitutional position and of the development of Hong Kong manufacturing industry, the time has come for a complete re-appraisal of patent rights in Hong Kong.

The questions that arise are :

Does Hong Kong require a patent system at all?
(2)
If it does, should Hong Kong grant original
patents or merely register patents granted
elsewhere?
(3)
If it is to grant original patents, should it
adopt a system of two-tier patents?

If it is to register patents granted elsewhere, should it register only those granted in the
United Kingdom, and/or in China, or also those granted in other countries.
If it is to grant original patents,
