AGREED STATEMENT BY THE CHAIRMAN OF THE CONFERENCE

ANNEX 11

Before asking CONTRACTING PARTIES to adopt Part I of the Declaration I would like to make a number of specific points :

"Representatives of certain governments have expressed concern regarding a number of problems relating, in particular, to commoditics, natural resource based products and tropical products. They are concerned that solutions to their probleme be found and implemented quickly. Specific proposals have been put forward by certain African governments in MIN/(86)W/18. I am sure It has that this Conference attachos great importance to those concerns. not been possible to complete considerations of those proposals at this conference. It has, therefore, been agrood that they will be considered by the Trade Negotiations Committee foreseen in the Declaration.

In order to participate fully in the negotiations, developing countries will require technical support. The Conference agroes that technical support by the Secretariat, adequately strengthened, should be available to 'developing- countries participating in the negotiatione.

Some governments have expressed concern over trade measures applied for

non-economic reasons.

I will next summarize discussions that have Laken place on the objectives

of the negotiations.

1. There has been a proposal for the inclusion among the objectives of the

negotiations that of redressing growing disequilibria in world trade and of achieving, in the spirit of the preamble to the General Agreement, a . greater mutuality of advantages.
