(b) Participation in negotiations relating to the amendment or application of GATT provisions or the negotiation of new provisions will, however,

6. ORGANIZATION OF THE NEGOTIATIONS
A Group of Negotiations on Goods (GNG) is established to carry out the programme of negotiations contained in this Part of the Declaration.
