SAFEGUARDS

7. There has long been agreement that the current

safeguards provision, permitting emergency additional

protection for industries in difficulty as a result of

surging imports, needs to be overhauled. It is indeed

part of the unfinished business of the Tokyo Round

(1973-1979). The main point at issue will be whether

such protection must be imposed against all imports of

the products causing difficulty or only against imports

from those countries whose market share is increasing

rapidly.

DISPUTE SETTLEMENTS

8. GATT's dispute settlement mechanisms have in the

past shown themselves incapable of resolving

fundamental disputes, above all in EC/US agricultural

trade. Sometimes this has been because the rules of

GATT are unclear but the UK has argued that there is
