I have the honour to inform Your Excellencs, under instructions from His Majesty's Principal Secretary of State for Foreign Affairs, that His Majesty's Government in the United Kingdon, in ascordance with paragraph 2 of the Protocel of Frovisional Application of the General Agreement on Tariffa and Trade, propose to apply the Agreement provisionally to all the territories for the international relations of which they are responsible, with the exception of Jamaica
