communication following Representative of Hong Kong to GATT:
"I have the honour to refer to the communications from the Permanent Representative of the United Kingdom sent to you on 17 December 1979 and 12 May 1980 accepting on behalf of Hong Kong respectively the Anti-Dumping Code, the Customs Valuation Code, the Agreement on Government Procurement, the Agreement on Import Licensing Procedures, the Agreement on Technical Barriers to Trade, the Code on
on Subsidies and Countervailing Duties which were done at Geneva on 12 April 1979 and the Protocol to the Custops, Valuation Code which was done
79; and to the communication delivered Geneva on 1 November to the GATT Secretariat on 23 April 1986 by the Permanent Representative of the United Kingdom declaring that Hong Kong will, with effect from this latter date, be deemed to be a Contracting Party to the General Agreement on Tariffs and Trade in accordance with the provisions of Article XXVI (5) (c) thereof.

I have been instructed to inform you
to inform you that Hong Kong will continue to accept the above-mentioned Codes, Agreements and Protocol and will continue to participate in the work of the relevant Committees.

I certified in document L/5986, dated 24 April 1986, that the conditions required by Article XXVI:5(c) had been met and that Hong Kong had become a contracting party with rights and obligations dating from 23 April 1986.
With effect from 23 April 1986, Hong Kong has become a party to the Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade.
