SWISS VEHICLE TAXES: VIGNETTE
Thank you for your letter of 17 May. I am also grateful for Ted Loader's letter of 25 June.

Michael Wood (Legal Advisers) has looked again at the legality of the vignette and the question whether the UN HQ Agreement applies to Missions in Geneva. I enclose his comments.
3. I can see no reason why you should not be associated with further approaches to the Swiss authorities. But you may wish (as Michael Wood suggests) to propose obtaining a considered opinion from the UN Legal Counsel before taking any further action.
