absence of any appropriate Canadian ministers,
High Commission in Ottawa spoke on the subject to the Assistant
Under Secretary at the Canadian Department of External Affairs (DEA)
on 15 April. The DEA suggested that our message could be reinforced
at a political level at the meeting between Mr Clark and Mr
Kelleher.
