CHINA AND THE GATT

1.

Peter Collecott's teleletter to me of 27 March and letter of 2 April reported that John McDonnell would be visiting London on 6/7 May to discuss the question of Chinese membership of GATT. I am sorry not to have replied to you earlier. If you have looked at the enclosure to my letter of 7 November to Rosemary Spencer you will understand something of our hesitation - but please do not share its contents with McDonnell or other Australians.

2. We and the DTI would be ready to see McDonnell on 6 and 7 May. I would propose to offer him lunch on that day, after which he could visit the DTI for discussions with Tony Lane. Far East Department and Hong Kong Department would also both like to see McDonnell probably (but this has yet to be confirmed) on 7 May. wish also to cover the future of Hong Kong in the GATT.
