After we considered the provisions in the Charter rel to the adherence of separate customs territories, we could that the conditions are different from what they should adherence to the General Agreement

In the Charter there is nothing to prevent separate territories from adhering to the Charter on the same condit the other States, but when we considered the General A found that the separate customs territories would not have negotiated here in Geneva. Therefore, if they were to adh

a kind of unilateral way to the General Agreement they wousta acquire the benefits of the concessions made here without

negotiation.

Therefore the Sub-committee propose to delete sub-para (b) of Paragraph 3 of Article XXIV and replace it by a provisi which appears at the end of Article XXXI, now proposed Articl XXXIII, and which would read as follows: the first words
