GATT:
Poland's participation in the GATT is governed by the 1967 Protocol of Accession [BISD 15S/46 Entry into Force 18 October 1967]. This protocol provides that Polish concessions in exchange for the privileges of GATT membership, were not to consist of tariff reductions but of an undertaking to increase the value of its imports from other GATT members by seven percent -each year. The protocol provides that, if in the course of the mandatory annual review, it is established that Polish imports from GATT members in the period have, for reasons other than an unexpected decline in Polish exports to GATT members,
