The informal discussions proposed may no doubt throw some more light on the idea. In the meantime, I think it would be better not to make enquiries. We have in a sense been made accidentally privy to internal Hong Kong Government thinking on trade policy, and have been careful in our comments and questions not to appear to trespass on Hong Kong's autonomy in this area. Trying to find out what the Americans are up to would, as you say, almost certainly be relayed back to the Hong Kong Government, who might well see this as an intrusion. But any information you may pick up would of course be welcome.
