Basic

Drafting of the Basic Law is a matter for the Chinese Government.

Law will embody Chinese policies for Hong Kong Special Administrative Region

after 1997, as set out in Joint Declaration and Annex I to it. Welcome

decision to consult people of Hong Kong on wide basis on drafting of Basic Law.

Future of the garrison

C7. Long term plans for future of garrison between now and 1997 will need

careful study. Responsibility for defence and internal security of Hong Kong remains with HMG up to 1 July 1997.

Constitutional Development

C8.

Recent Legislative Council elections an undoubted success. Important step forward in the steady evolution of representative Government in Hong Kong.

Aim is progress combined with stability. Will be a further review in 1987.

Nationality

Draft Nationality Order in Council published in White Paper on

17 October.

House will have full opportunity to debate it in draft once people of Hong Kong and other interested parties have had an opportunity to give their views.

Statelessness/Indians

C10. Have provided for former BDTCs who would otherwise be stateless to retain

form of British nationality for two generations after 1997. A matter that can be discussed further when House debates Nationality Order in Council.

Vietnamese Refugees

C11. Following our decision to accept some 500 Vietnamese refugees, mostly from Hong Kong, for resettlement in the UK, we are actively pressing other resettlement countries to take additional numbers from Hong Kong.
