We were impressed by what the President said on organization and staffing in his opening statement to the ADF meeting and wholeheartedly support him in the very difficult task of adapting the Bank's organization and staffing to its changing needs. We must be confident that when changes are needed, the interests of staff members affected are dealt with in a completely fair and even-handed way. We also think that perhaps there is a need for the Bank to review its personnel policies.

To end I would like to say something about the resources available to the Bank for its work. In furthering its agreed objectives, the Bank's ability to continue borrowing at an adequate level is clearly a key factor. note that Management has decided to undertake the necessary studies to prepare for the expected negotiations over a General Capital Increase. We commend the Bank's foresight in this regard, and will therefore support the proposed resolution.

Finally, I come to the Asian Development Fund. The poorer countries of the region can, I believe, be well satisfied with the outcome on the replenishment of the ADF which is rather higher than many had expected. The Bank too can take satisfaction from the outcome as it reflects a judgment on their capacity to ensure that the resources are well used. The contributors collectively have recognized the needs of the poorer countries and the Bank's competence to handle these very concessional resources. I need not remind the participants in this meeting of how scarce such resources are, being derived from the taxpayers of the contributing countries; also of the many competing aid channels, both bilateral and multilateral, for such funds. It is of paramount importance that they should be used effectively. must also pay a tribute to the very effective work of the coordinator for the replenishment, Dr. Neil Davey, without whose skill and patience such an outcome would not have been possible.

Can I conclude by saying that we are sure the President will not let the Bank rest on its laurels, but will press forward in developing the necessary policies financial, operational, organizational and personnel the Bank may meet the challenges of the future even more effectively and efficiently than in the past.
