As requested in your minute of 4 June, I attach an up-to-date background note on the ASDB.

As regards Hong Kong's current obligations to the ASDB, you might wish to use the following:

Under the Asian Development Bank's Charter, the United Kingdom, as the metropolitan power responsible for Hong Kong's external relations, has to guarantee the latter's obligations to the Bank. Currently there is a statutory limit of £140 million for such guarantees.

At 31 March 1986 Hong Kong's outstanding liabilities to the ASDB amounted to US $95.7 million (£64.7 million) comprising:

i.

US $49 million - 4 project loans;

ii. US$45.7 million - callable capital subscription;

iii. US $1 million contribution to Asian Development Fund.

In addition, with our agreement, Hong Kong deposited on 23 May an instrument of subscription with the ASDB for further shares of the Bank's capital worth US $59.5 million (nearly £40.3 million). Hong Kong's liabilities will thus total over US $155 million (£105 million).
