The advice of the Executive Council in 1969 consciously excluded the most economical means of achieving the policy objective, which would have been to offer interest-bearing loans; the advice was specific in recommending that assistance should be by way of a mix of grants and loans,
loans, with the proportions of that mix to be decided by A Joint Committee on Student Finance. This advice has been precisely adhered to by successive Controlling Officers.
The Secretary for Education and Manpower has initiated action to conduct a review of the Student Finance Scheme. The review will include a reassessment of the most appropriate balance between grants and loans and will also examine the question of charging interest on loans.

Paragraphs 7.112 and 7.126 the differences in level between the as-constructed drawings and the findings of the roadworks consultants. The Director of Water Supplies has advised that following the explanation by the mainlaying consultants the as-constructed longitudinal profiles of watermains have been adjusted by shifting the chainages. This has produced a profile showing features closer to those of the as-constructed watermain, but levels still do not match the exploration results of the roadwork consultants. The mainlaying consultants have explained that additional localized adjustments of chainages are required based on site records. A request has been made for further clarification and details of the additional site records in question.
