Delays in the opening of Aberdeen and Airport Tunnels because of problems associated with the development of the computer systems in respect of traffic surveillance and control, resulting in substantial financial losses to the Government

The Director of Engineering Development has prepared a circular on the procedures to be adopted for the design, procurement and installation of process systems, which has been submitted to the Computer Committee Process System Vetting Group for approval prior to issue.

All elements of the control system in the Airport Tunnel are functioning sufficiently to specification to make any reduction in payment unwarranted. There are still outstanding claims which are difficult to resolve but these do not relate to the functioning of the system.

As regards the Aberdeen Tunnel, one element of the control system (the minimum on-line system) has not met full specification and a negotiated reduction in payment has been agreed for this. Only one other element, the ventilation control system, is still not effective. Some degree of control

control from this system is expected, but it cannot yet be said how close to specification it will be. Should the full specification not be met a reduction in payment for this element will be made.
