I had intended to minute you in some detail about discussions I had separately and jointly with Ian Tomlin and Bryan Barlow, respectively the Chairman and Executive Director of HKTFC. pressed them on a number of occasions on the information they had provided in the past about the possible demise of or reduced official support for the Council; the future of Bryan Barlow himself; to what extent such matters were public knowledge.
I was provided with an outline of the medium-term prospects and, in the event, this has all been confirmed in the attached letter, (Doc 17) which was awaiting me on my return. That such a letter was being despatched by the new and part-time Executive Director - Harry Carlick of the HK General Chamber of Commerce at a time when the other personalities were in Geneva is odd. I do not discount the possibility of a telephone call or cable from Geneva to Hong Kong as a consequence of my importunity!
Neither do I totally discount some influence on the provisional decisions about future official support albeit on a decreasing scale arising from the discreet enquiries made by the FCO - Hong Kong Department earlier this year and the discussions here with Mr Kwok, and Hong Kong Government official working in London, who called on the Department some weeks ago.
I shall be acknowledging the letter from Mr Carlick after I have had a word with Christopher Leeks, FCO.
